Quick and simple idea to toss out.
Since Outlaw is easier to become than before, I think that it might be useful to change the fact that, short of a pardon, there is no way to remove the wanted flag.
Instead of making it permanent, change the duration of how long a crime is remembered against an outlaw to some multiple higher than that of a normal citizen.
Example:
Non-Outlaw commits a murder: 60days till forgotten
Outlaw commits a murder: 240 days till forgotten
Something to that measure. Just a random thought, enjoy.
I think Outlaw should last as long as Exile does, give it something like 500-1000 hours and not be affected by death. Thats jus me...

Exile does apply the outlaw status, however, the outlaw status remains even after you are no longer exiled...which I am not totally a supporter of either.
Actually I agree with you, random. I personally would hate to be perm-wanted.
Being outlaw is punishment enough in some cases.
I don't think the wanted-flag stays forever. I've seen outlaws that ain't wanted.
Thats based on, more or less, begging for a pardon. Regardless, if you would get wanted again by any means, it wouldn't fade with time or captures.
In other words, Outlaws can only be un-flagged manually. In a way it's good and makes perfect sense, but in a way, it's nerve-ripper.
Play lawful chars. Sorry. I doubt it is gonne be toned down cause people don't like a punishment for disobeying laws.
I think it would be neat if wanted wore off with exile, but outlaw stayed.
You still aren't protected by the laws, but the tribs don't hunt you down.
