Last time I checked, minotaurs are the only race that can dual wield two 2h axes. Giants can dual a 2h in their main and a 1h in their offhand. Everyone else gets either a single 2h axe or dual wields two 1h axes.

Hence without limitations in my post. That would mean you could wield two handed axes in both hands even if it may seem comical in your own mind picturing it. This wouldn't extend to Ferals though because I hate them and they already get a lot of perks fighting against C/C's.
Maybe the axe warrior lore could be revamped so that it would allow normal sized warriors to be able to wield two 2handed axes, but with a slight decrease to their accuracy, or number of attacks. And if a giant picks it, they could execute some damaging maneuver. Just thoughts, polearm and axe lores definitely need some love. I haven't seen anyone pick them at all. I mena...at all. And because of the power creep, the only lores being picked are exotic, whip and not that often flail. Sword and dagger was viable for a short time, until feign took a big gimping hit, making it useless. I'm sure there are other things that would probably take priority, but a little work on the lores, would open up smaller races to the warrior class.
