No More Automated Promotions to M and V?

Expected to hit 10 hours and go from I to M, but didn't happen. Is this a change?

11 hours. It has to count down the last hour too (sixty minutes at 0 hours before next promotion).

also there may be other requirements.  type  cabal promo to make sure you're cleared for a promo

There is a command that shows you what you need exactly. Zrothum is right, sometimes there are other requirements, like number of quests in Savant and Cabal points in Watcher iirc.

This is crazy. I've probably had over a hundred caballed chars over the years and never once have not already by happenstance managed the requirements by the time I hit M. The odds are blowing my mind. I've always assumed it was pure hours.
