Mining/Harvest question

I'm curious does my level affect what I'm able to mine?  I've been trying for days with maxed mining/harvest, got what I wanted from harvest but can't get what I want mining.  I'm still destroying veins or getting very weak materials, anyone have words of wisdom?

And why the hell give negative reputation for this question, @egreir?

Last I had a bard mining was always difficult compared to trees.  I forget if lvl has anything to do with it but I'm sure it does.

idk my mobile does weird stuff

There is a shop in the Val Miran Tavern who has lots of bards materials, perhaps you can buy or have someone buy you what you need.

And people say Guild quests suck, learned that one from one of those.
