Is there any way for a non-Syndicate to make a copy of a note that was sent or received?

Herald of course, maybe handwriting/calligraphy should be one of Morlach's 25-50pt edges? That seems like a good one.

I thought anyone could "draft" notes, but only Syndicate/Herald could do contracts. Has that changed?

Anyone can draft a note. You can buy parchment in every city.

You can only make copies of notes you yourself posted in your note list however, as a "normal" character. Has nothing to do with handwritten notes.
