They can be Elders now?
Moderates
Let us not question the accomplishments of others, but strive to meet and exceed whatever standards they have set. 
I'm just saying I bet a lot of people who like moderates may have stuck with that tier if they thought they ever had a chance to Elder or even Lead with it.
I am not questioning anyone's accomplishments, I'm wondering if one of the tiers has been changed.
Moderates can only be elder in Herald and Merchant.

What was again the problem with Moderate Elder/Leaders?
With the powers afforded to elders and leaders of the war-like cabals, retaining the ability to keep good wares and restricting who can come after you is very, very powerful. Those higher ranks are also rewards for those who are in trouble of getting spanked and full looted by multiple people. It's like hardcore mode for Fallout: New Vegas, but you get a better reward than a lame achievement (I'm still bitter).

I don't see it that way.
Cabaled characters are forced to fight. Due to Standarts.
The PK protection is irrelevant in this case.
The only bonus they actually keep is the Loot protection akin to LI.
If you say that they should not get the E/L PK powers due to the eternal EQ protection. I agree in part.
But I disagree that moderates should be blocked from Elder/Leader duties/responsabilities.
And the Fix is quite easy. Just remove the PK skills associated with the ranks and leave the RP of it.
A Moderate who can stand his own has as much right to lead a cabal as a Hardcore.
Moderate is not a handicap Mya. Any moderate can stand up to any hardcore. It is only protection of your gear. Thats it
