Like the syndicate's sub cabal? Do you even have to join a sub cabal to be in a cabal?
Merchant is a Syndicate subcabal, in the same way that both Reaver and Pandemonium are Nexus subcabals. You join the 'main' cabal first and then are given the choice of two subcabals - in Syndicate's case, the choice is to REMAIN as a Syndicate or join Merchant. Merchant is special in that it is governed by it's own set of rules (with it's own snazzy blue [MERCHANT] title!) but it's still a subcabal of Syndicate.

I believe a player could perform all of the duties of the cabal, and be able to remain within align restrictions...

Merchants are the official front for the more shady Syndicate business. (Think a restaurant for a mafia operation.) This is not really within goody rp.
