Sockets and moderate rare count

Do sockets count towards rare count for moderates?

They shouldn't You're already getting penalized for the piece of armor or in the slot.

They count as 1 if you wear it, you can't put rare sockets in nonrare eq.

Why is it that a monk/blademaster can wear the light-spiked steel gauntlets and not be encumbered but the light-spiked steel boots encumber them.

just would like to know, this has always stumped me.
