does finding the shrines count as a quest?

Yepperino.
Here's the deal. Most of them come in sets of three. For example: Knowledge Shrines. Mystic, Combat, and Nature. Finding one is a temporary quest until you find all three.
However, there is one shrine that is a set all by itself. So find it, have a permanent quest. 
And a nice little bonus for completing each set.

Only like two of em got moved, and they didn't change it up THAT much.

actually several of them are in places that are fitting for the shrine if you read the area descriptions as you go through
one is in a VERY ironic place imo.

I know which one you are talking about, and yeah, it sure is ironic.
Some of them are much harder than others. And some are like "DUH"
