i know most neutrals/goods tend to go for a set of mithril and a sharp glaive what do most evils wear as a "basic set"?

I don't really see how a set which every piece has "-dex" can be basic. In the end you will end with -10 dex.
I've always laughed at people who claim red dragon/chimera/tainted sets to be the usual set for evils, just like mithril for goods.
candle or lantern,two teeths,two onyxes or opals some things from the wicked ghosts and some things from the arena would be perfect from one evil starter.
What Nomak said, also some items from the Landfill (boots, belt, armor), cloak from pentagram, bracers + veil from hight tower, ... lot of possibilities...
It really depends on class. Typically as a melee your gonna skip saves early on for sake of faster ranking. I suggest geting around 15-20 hitroll, and as much damroll as you can (start identifying 
)

Titatnium Bracers or the ones in Black Apprentice High Tower of magic.
Werewolf Belt - For dex.
Boots/Plate from Ratscout Landfill.
Chimera/Red Dragon/Tainted - For the other parts, like hands, feet legs and arms.
Still mithrill is always better.
Don't forget the Ethereal Blade, that is a very good weapon for a long time.
