I was under the impression, having played two crusaders (albeit some time ago) that the classes mentioned in the new Divine Mandate were permitted to perform modifications of low quality for other individuals. It was my understanding that the reason higher quality modifications turn the object into a class-usable item only is because they are just that - high quality. However, I was under the impression that, for example, it was perfectly within reason for a crusader to perform minor alterations on weapons for their companions (I can't really go into much more detail, but this was a fairly insignificant change).
Can someone explain to me when/why this changed? I didn't think it was a big deal, because I figured the fact that some modifications make an item useless to anyone but the owner should make them understand when it's appropriate to alter something for someone, so I'd be interested to know.
