I played a few rangers and I know pretty much exactly how to gear one for size, race, and class (flet/forest/beast).
I think you're an elf right?
This is what I suggest for your rank:
light - translucent combat lantern - barren highlands which is all the way north from rhydien, keep going till you see the knight. He should be easy to kill.
neck - teeth necklaces, get two. Medallions may reduce your hp too much.
mithril suit - Its pretty damn good, try and trade our the helm and legs for the double plated stuff you got from Kesrick, like your fullplate.
earring - Werewolf tooth is quite nice, its all the way north to the volcano from Murivhour, on the second werewolf. he'll he wearing it so you can see which one is the right one..
weapon -
swords - checking for hte frostband sword or the holy avenger could be good, two very nice swords.
daggers - icicles and fiery daggers from elemental canyon, hit vulns for two big ranking areas for you, centaurs and elium. Get a set of two for both.
exotics - two of those rods of holiness will be good cause they can hit a lot of vulns for the stuff you're fighting.
Ranger staff - a very nice weapon, otherwise the frigid is find for your rank I used that all the way to like 45.
Ashen shortbow is fine for your rank... Ah... Maybe the yew bow from irin in emerald although the upgrade isnt needed.
Bracers - try get two titaniums, be good for you.
Rings - they are fine, depending non if you want to swap hitroll for damroll or mix them, interchange opal and onyx.
Choosing fletchery or rapid - I'd say choose fletchery first, there is a bit of training needed to master the skill which is very important, you'll see why as you go. Rapid fire helps somewhat, but with a low accuracy bow not really needed. Plus rapid fire learns really quickly so you can do that last very easily.. It'll help master your archery skill later too...
