I know for a fact in 1.0 Llyros was above 55...
... but that was before many changes.
My Demonspawn Huntress back in the day cast at level 200. My infravision killed people. I cast armor and they got blown away by the force. Accidentally cast chill touch and caused an ice age. Then I thought about casting burning hands and everything melted. Yeah.

One of the best items of this type can be purchased somewhere very near the major city of Rheydin.
I've personally heard that they are capped at level 55, but I have seen certain invoker to cast afflictive spells at level 58 (at least).
Try lvl 60 - and it was Firlaur (sp) and it was back in 1.0. Miss you Velimir. Spells were capped at lvl 55 after this.
