I have always wondered this but do you rp both of these out from day 1, even if you are not the race you say. You can have a lvl 1 restring, but for a qrace, is it taboo if you pretend you are already that character you hope to become?

Yes, I always act as though I'm restrung already. Number one, it adds more realism to your character, and let's you get used to that roleplay instead of 'switching' once you get your restring, and two, it helps get that restring in the first place. If someone want a ogre-orc restring and they just acted like mr joe schmogre, why would they get restrung to orc?
When you get restring, effectively you're fixing the 'mistake' of being labeled something else.
Like when I had that furball, I didn't get 'transformed' into one from feral. I was the furball, and the feral tag was inaccurate. See what I mean?

Well, with a race restring, if I made a character and it was a Troll (ogre restring), that character -is- a Troll. You've simply been 'labelled' an Ogre like Twinblades said, and your application is there to be correctly labelled a Troll.
With an Undead qrace, you are not already Undead. You're a human, that is 'transformed' into Undead upon having your application approved and completing the quest.
Qrace Example:
BobcatFan: I'm just your typical human. I like walks on the beach, fruity cocktails and am looking for a suitable Aeries. I do have a bit of a dark streak though - I like to kick small puppies and I pour boiling water into ant nests. Make me Undead?
Anume: Nasty **** - I'm totally going to make you into one of my horde.*
Anume magically transforms BobcatFan into one of the Undead horde.*
BobcatFan: Mmmm... brains.*
Restring example:
BobcatFan: 'Sup dawg, I'm a Svirfneblin, but these guys just think I'm a normal Gnome.

But it's alot more seldom that happens. Valganti decided to make Dzrilx's day by offering him everything a shaman could want in existing as a cloud of disease. That was not even inspired by me.
Exceptions to every rule of course, but more often than not restrings seem to be for people who want to choose race X as their base race but be recognised as race Y because the MUD won't let them start off as race Y as opposed to actually being race X and then becoming race Y later on in life.
Not saying that is how it has to be, just how most people use the restring system.
