What level can you not go beyond if you're waiting for a Restring, assuming you RP the restring your applied for the whole time?
Qrace and Leveling
Don't think there's a level limit set in stone, however assuming you're roleplaying that you're a certain race straight off of the bat, I'd not go higher than 15 - don't apply for a description check until the qrace is accepted.
They have been known to be dished out at the higher levels, but more often than not, not for those who are roleplaying as that race from birth.

Eeehhh... Okay. Well, I got a desc' check right away. I had all my stuff in and ready at level 1, and now I'm beyond level 20.
I put the app in before I got the desc' check as well. Additionally, I'll be RPing as the race I applied for ... forever, regardless of what it says on the who-list. Its not nearly complicated enough to just say, "Oh, well... it doesn't say so on my Race, so I guess I'll just RP like I'm not the Qrace I applied for".
I've gotten restrings as early as level 1 and as late as level 35ish (that I applied for at level 1).
It just seems impractical for me, from both an OOC and IC perspective to stop leveling up, while at the same time be required to RP the restring as if I already had it.
the best place to handle this is with a note to immortal in game and a post in the prayer forum.
Both places will get a response.
One of my characters didn't get the restring until level 35 and 40-50 hours of playtime. I don't think it matters too much what level you are, just have good RP and make yourself noticeable.
My kobold, Wiimu, got a restring at level 1 I think. I've gotten several restrings between 1 and 15, and one restring at 50. 
It's all possible with good rp.
My one restring was at like rank 14 or 15 maybe. There isn't anything that says forbides restrings later in life...so do what you do whenever you feel like...the worst that can happen is they say no.
I applied for a race restring at lvl 1. I finally got it approved at 50.

Whilst good RP will always be winner of the day, I never get my description checked if I'm waiting on a custom race application just to be sure.
