How do you write the notes that you can hand to people?

Are you referring to the notes system in-game? If so, read HELP NOTES.
Meh, does it have anything to do with 'draft'? That was my first thought, but I really don't think that's right. Check the change log either in game or on the forums, I'm sure you'll find something.

I think he's referring to those little notes you write out and it actually makes an object, rather than a note in the traditional sense.
I remember when it was first implemented, Koviaem left about 10 of them at every gate and central commons 
Oh, actually I was thinking about the contracts you can sign. But I guess you're right, anybody can draft a note.
