So I'm thinking about making a bard, I know I want to go neutral but I can't choose a race. I've narrowed it down to gnome or halfling. Halfling I hear have a good throw plus the magic resist, but after looking at all the Bard's skills, songs, and spells I don't know if they get enough practices for me to practice everything up to 75% so I might end up having to level some things from a low &. Gnome of course get 5 practice per level and have a higher mana bank for spells and songs...any help?

You should definitely be able to practice everything with both of those combos...
I did the math awhile back, Bards with an 18 wis get 152 practices, and require 146 to learn all their skills/spells/songs.(Or it is something similar to this, as I don't have the file I used to figure it out on this desktop. But, you'll have just enough to eek by... I know that for sure.) So, it can be done, just not exactly when you get them all.

You can also convert Trains in to practices.
Or Quest a little for more practices.
Dam you almost make wish to roll a Bard Neutral Halfling and enter the Syndicate.
Also keep in mind that bards have A TON of completely useless skills/songs/spells that you really don't even have to bother with practicing.
You say that now... but man, Marriage song will SAVE YOU in a few situations.

To add some helpful information... Halfling bards would be MUCH better for a PK than gnome.
