it seems like a long time ago, "where cartel" would show you where a clanhall was when in a city or wherever. doesn't seem to work now, was this ever a real command?

Are you searching the Cartel clanhall specifically? It should show up on where, if you're in the right area. If you want a different clanhall, try "where hope" or "where battle" or whatever ... should work.
