I think after a certain amount of time, it auto-accepts the challenge.
If someone challenges you and does not even bothers to ask you. Just ignore it.
They will soon find they cannot challange anyone else and that they do not get any feedback from the challenge.
I personaly if some evil randomly challanges me and i am free, i decline it and then procede to hunt him. Fun.

I'd bet any Warmaster that did that wouldn't like the consequences, should the WM IMM find out.
In response to the original question, no, if you are challenged and don't respond, it does not count as being declined. However, a Gladiator should usually accept challenges, if they aren't busy, because of their RP. Barbarians have a bit more leniency in that regard.

Glads are generally a group of proud and tough warriors. They take a dim view of those who think they are there for amusement and to be used as a punching bag.
The last Glad WM I played ended up leader. I declined challenges from inductee right through to when I was leader. I even used ignore on certain pests (usually followed by another 'challenge type' WM command snicker).
I didn't give a damn about my record either. Nor did I challenge to the death (anyone who killed me went on the 'kill on site list'). There are other ways that a WM can arrange that for you....(very few have the balls to take you up on this).
Don't think you HAVE to get your @$$ kicked because someone wants to pad a PK record. Examine the RP of your character and you may find they woudln't go willingly to their death - so why should they?
It may be a fine line - but it can be walked.
