find someplace with easy to kill aggro mobs...or find an easy to defend against mob that doesn't track. attack, flee, rinse, repeat.

aggro = agressive, mobs that attack you on sight.

My favorite are guild guards because you can flee toward the guild and stay in the same room. For example

Chances are you don't want to train skills by fighting guildguards in the main cities anyways. People wander those looking for PKs.

any mob in a one room exit is fine...look for backwater areas with lots of doors and decently healthy mobs inside..just flee in and out. Mana is the bigger issue when training counter.
