Heroic Perk

Ummm...what does it really affect?

I'm not sure if it grants you the skill rescue, or gives you 100% in the skill rescue if you're a class that has it. But it's one of the two, if not both.

So it's like those stave and scroll perks?

No perk will grant you new skills, other than merciful. Which still isn't really a skill.
