Evil Cleric is very defensive. Healing, protections, and similar, mean they can play a defensive reasonably in poor/baseline EQ. Some people have been known to PK with Evil Clerics with nothing but a shield and weapon. Shamans share the same defenses and most protections with an Evil Cleric, so if they play a hit-and-run game I don't see any reason why they should do worse than Clerics (I would think better, actually) in rubbish EQ.
Battlemage is the least EQ-dependant IMO, because all of their defensive and offensive capabilities lie within their spells (barring dancing blade and parry). So a Battlemage wielding a weapon has all of their defenses at hand, as well as all of their offensive capability. Granted they're AC won't be as good as it should be (but BMG has a lot of spells available to boost that).
Invoker could do well in theory, assuming they had a fully charged staff. Though if you're prancing about in no/crap EQ, chances are you might not have a fully charged staff (thanks to recent deaths or whatever).
Of course, remember that although some classes do better than others in rubbish/baseline EQ, it doesn't neccessarily mean that you'll be able to grab a couple of pieces of mithril and head off to slaughter the insanely decked 'BigBadAss' the Ogre Warrior WM Leader.
EDIT: Just to add though, if your problem is not knowing the EQ, learn more about EQ instead of trying for a class that plays without. Regardless of your class, you'll play a lot more effectively if you know about EQ, and your characters after will benefit too.
