Milieu

I think I know the answer, but I just want to clarify. Divine Mandates state that there should be no fighting within the Milieu. Does that include studying?

It should, and I hope it does. That'd be cheap as hell for a ninja to sit in there and study while you fought mobs, then as you walked out, assassinate you. grumble

I don't have the quote but I believe it was said by eshaine? that studying, killing within the milieu, hiding from pk within the milieu(which I used to do all the time), and stealing in the milieu was not allowed and would be severly punished if caught.
