I thought it was ten. Looks like I learned something.
It was. Then people would train skills up under the PK loot shield so it was upped.
At least, that is why I think it was changed.

that was a shock to me when i came back. hit 10, jaunted of to train, and... nothing. i figured it was raised. shrug doesn't matter, i guess. who PKs at 15 anyway? everybody has crap for gear, and your gold is all blown on mounts to do all the newbie quests.

Who does newbie quests as a lowbie? That exp is much more useful during pinn rush. 
Training is also much, much faster near pinn.
Besides, almost every class/race combo can train their essentials + more simply being efficient as you rank.
I don't know exactly how it works, but it always seems like when I wait to do the quests, I don't get experience, just gold. You have any idea how much that pissed me off with my current Illithid?

Some give exp and gold, some just gold. Can't say which, of course.
EDIT: Also, if you're at 15 waiting for a desc check, you won't get the exp.
It was neither case. I've done the basic quests countless times with all different types of characters, never at 15, and it seems almost random on whether or not I get the experience along with the gold.
when you are a level 3 magic-using chump no one wants to group with... you do the lowbie quests.
Low ranking neut/evil mages can easily rank alone in the arena and sewers. Good mages are a little harder, but you can still rank killing some lower exp mobs and casting spells with your super managain.
Soloing a necro to 30 without lowbie quests isn't too bad.
I like doing them between levels 5-10 so I can free recall back. That plus a mount makes for a very quick questing run.

i've solo'd chars to 40+. yes, you can solo a lowbie mage, if you want to. i prefer to do the quests lower. to each his (or her) own. and yes, i've done mages that high as well, before the changes to spell experience.
I have the lazy man's tactic. Rank to rank 5 and then do the lowbie quests whilst you can still use the arena as a "portal".
