Yes, but it only raises a skill on the things you throw your voice to called "speaking".

Huh? Give us an example. I always wondered why it wouldn't go up too.

One time, I made a fountain talk. Then the fountain started to spit and yell at me. I'm still scared of them, you know. Whoever it was nearly traumatized me. (Seriously, it happened! I betcha anything it was Eshaine.)
