Rare numbers - Do they differ?

Not sure if this is a question that is allowed to be answered, but do the numbers of rare items differ between each other? There are common items, which are just unlimited amounts of. There are uniques, which are, well, unique. But with rares, are some rare items 'rarer' than other rare items, or at all rares just a set amount of them (depending on the playerbase size, I think it is).

Uniques have a set # no matter the size of the playerbase.

Rares fluctuate based on size of the pbase, but some fluctuate more than others.

For example, let's say 1 rare is 'increase by 1 for every 100 pfiles', and the other is 'increase by 3 for every 100 pfiles'. If there were 500 pfiles, the first rare would have 5 copies, and the second rare, 15.
