Why are neutrals the only ones who may choose the religion Order or Chaos?

Believers of those three arms essentially believe that either neutrality, chaos, or order is how the balance is maintained.
Neutrality: Belief that equilibrium or balance is kept by evening the odds without ever committing fully to a "side".
Chaos: Belief that balance is kept through life's randomness.
Order: Belief that balance is kept through enforcing structure upon life's randomness.
They are all holding the belief that the Balance to be kept, thus neutrality.
thanks, I really think I was mostly confused by the alignments, was thinking good/nuetral and evil/nuetral, didn't figure in Nuetrality as being only of nuetral alignment. Figures I usually get crossed-eyed when I think about it to long anyway.
