Does it really suck as much as it looks like? I mean, I cast it like eight times and the cloud is still cloudless. Does it take a while to kick in, or get better with ranks/mastery?

I usually cast it about 8 times per tick. Around the fourth tick, it gets worse.

It only counts once per tick. And it works fine.
Yep once or twice per tic dependant on which direction the weather is currently heading. IE, if the weather is getting worse and you need it to get better you use it twice. Once the weather is bad or good, once per tic will keep it the way it is, unless someone else is also working against you.

Actually, the spell is only given to casters, not communers...well...maybe that one "q-class", but yeah, thats it. Anyway I revoke my comment.
Control weather doesn't do anything you silly bears. It was part of a psychology experiment Viri implimented way way back to see if people would conclude that weather changes were the result of their own direct actions when, in fact, all the spell did was echo to you. Later he implimented a wis echo so it would be easier for immortals to find and laugh at you. This isn't my own contrivance either. Maybe paraphrased a little, but it has been said before by a 60 imp, no less, on older forums.

It used to be that the weather changed per cast, but it was thought a bit too surrealistic, and ppl got the worse weather too easily, so it was changed to as it is... Cast couple to few times per game-hour, and you should get your bad weather.

lol. Good thing I never play casters.... or rangers.... or use that staff... or anything else that can 'control weather'...
That staff is flawed.
That staff has only use as against ranger/mage who wants the bad weather...
Now you tell me...Been trying to cause worse weather with the staff only to find five minutes later that it doesn't work! ![]()
I'm not sure what the fuss is about. I can go from cloudy to lightning in 3 hours easy. Sunny to rain in about 4.
