Ok this is my question
I identified differend wands and staves and it gives me something like this
Weight is 7, value is 13700, level is 20.
Has 3 charges of level 10 some spell
does this mean that the wand level is 20 so I need to be at least level 20 to use it? or it is level 10 and I need to be level 10 to us?

I think the question in what rank does he have to be in order not to produce sparks and I think that is the level of the item, not the level of the spell. Not very versed in that though.

How about with wand that got spell like... identify? How to use it?
I think it'd just be like 'use wand ' , same as you can target players with wands/staves/scrolls. Never tried, so I can't say for sure.
