I'm always thinking of ways to stimulate the economy. 

What about the idea that active merchants can 'scorch the earth' where herbs grow. 

Making that for x amount of time (500 IG hours? I have no idea) no herbs will grow. 

That way they can start making herbs rarer and force people to interact the cabal on a more regular level.

or just keep herbs out of everyones hands so only syndicate has them...yeaaaaa no.
