Then it's only fair that a pair of boots that grants shrinkage be created , for mages.
In case anyone is wondering how that would help a mage, just think why Monks can't triplock a faerie.
The same as a meele get a aid in lagging, a mage gets an aid in lag avoidance.
And of course it should be locked from races smaller than human.

That's a bit of a flawed statement, since most melees are giants/ogres and they can't use the boots.
Also, the boots benefit a melee vs melee/hybrid fight. Not a melee vs mage.
All such boots will do is make your character stronger against monks, and monks don't even use or have any advantage from the enlarge boots.
They counter -str spells and skills a little bit.

You mean, you I don't see monks using them and you can't think of an advantage a monk could have using boots of enlargement.
The enlargement aid non giants protect from bash/baidyslam/graple lag/damage. And aid non giants with with dealing lag/damage with bash/bodyslam/graple.
They also help protect or deal strange/blackjack and charge.
Boots of shrinkage only help with trip lag, and are the complete reverse of enlargement boots. It's completely balanced.
