I'd like to see cp gain taken away while inside your cabal. Try to force more interaction between enemies.

Well. If you are enemies, there shouldn't be any reason why they are just sitting in their cabal and not adhering to the war....
Plenty of uncabaled people want in on the action.
I actually like this to a degree. Not only interaction between enemies but interaction between EVERYONE.
There is a delicate balance between someone being a nuicance and someone wanting to fight someone.
Examples:
If someone "knocks", the caballed person should come and defend.
However, if the caballed person is just in gear, etc. they are not required to defend FROM A NON-CABAL WF attack. They can just as well tell you they are busy now and will fight you later.
If you get the feeling that someone is always busy and never willing to fight you, notify us here on prayer and we will look into it.
