This is actually a reality now. To a point, anyway.
If an area is raided by Watcher it'll slowly become covered in foliage. Shopkeepers will also sell to Watchers if the area is under attack, as opposed to before where they wouldn't.

What if the raid is defended? Will it stop taking over the cities then?
Kill the raiders and no rooms will become green. They're the ones who create the foliage.
