Syntax: Permit
Those that are Trusted within their organization are capable of permitting or escorting individuals that are not of the cabal ranks into their halls so long as they are following the Trusted. The individuals that are allowed entry are not capable of leaving their escort for fear of immediate assault by the many guards that wander the halls of such illustrious factions.
Simple idea. Let's someone that isn't of your cabal INTO your cabal. Whether it is for a certain period of time is something to discuss, but the person CAN NOT go off on their own else they will be immediately THROWN out.

There's been a number of times I've wanted to bring someone that wasn't in the cabal into the cabal for various reasons. I do like this idea. There would have to be a timer on it else it could be abused by allowing people hide in other cabals. We can't have that.
And by immediately you mean on the next tick. Give them a chance to get back to their escort.
Ah, 'escort' may be a better command name.
Syntax: Escort
Though perhaps we can do both, Escort and Permit. One requires the victim to be in the same room as the escort else they're booted, the other allows them more reign to wander. The latter could be limited to allied cabals and members of the feeder clan in good standing (V/T).
... No, thinking about it, being thrown out on the next tick is no good (based on the fear of guards) unless they're unable to move like when you hit level 6 in the mud school.
Possibilities:
Have it auto-expire upon leaving the cabal grounds and hostilities.
Length of timer depends on relation of the cabal in question and/or is a member of the feeder clan and/or is dependent on the level of the victim. Level 30's < Level 50's < Neutral cabal < Trade Cabal < Feeder Clan < etc.
Will not work on with vendetta'ed cabals.
Cooldown timer.
Can't use while either party is bloody (not that you'll get past the guard).
I saw it as a group, basically. You're forced to follow and be grouped with the person that is escorting you and if you chose to take a step away from them, just as in the MUD school, you're thrown out. Just outside the cabal, not to your pit.
I like your "Possibilities". I think a set time will be best for abuse, but also at the command of the person escorting. You enter a nofollow or similar command and the person is tossed out OR you can walk them out, depending on how the conversation went. 
Entry permissions are one in a sweeping list of potential changes we're discussing in intercabal relations, reworks and cabal warfare. This will be added to the list.
