The recall command should work up until level 20.
Level 10 is an arbitrary number based on history, and not on effective use of recall.
Most new players will do some basic exploring from levels 10 - 20 and will need some recalling, and lets face it, the only folks getting stuck or needing recalls at this level are newbies.
Therefore, a 10 level increase in free recalls should be implemented immediately.
And potentially abused by those in the 10-20 range to get away from PK.

I think I shot that down too quickly without any constructive criticism. There is an adventurer class, and being in the non-pk business, might benifit from having Word of Recall dropped a couple of ranks. Maybe. I've never played them, so I can honestly say that I don't know when they get it. Could be 25.
Or, leave it be. In my opinion, getting lost is much better. Forces you to learn the land. Or carry potions to get back home. Or to slow down and not just take off in any one direction without making some sort of reference. Or something else of that nature. Or all of the above.
But, that was a good suggestion.
Free recalls don't work when bloody. I'm in complete agreement with Mali here.
You do get some free recalls. Stone of recall. Besides, I can only get free PK's between level 10 and 20. 
EDIT: Aside from my joke, I'm okay with free recalls there.
Forgot about the being bloody thing, but I still think that it's better on the wrong end of the curve.
And yet another reason to be okay with free recalls:
People on the receiving end of a PK have more incentive to RUN! Learning to run is a good thing.

I agree with the original idea. I actually think it should be up to lvl 30, which in my opinion is the border between noob and above.
