I have had a fae with over 1k hp. All my casters have cleared that at differing times. but what I am saying is I would GLADLY trade off 100 hp, and 6 damroll for 5% in parry. That is not even really a question. Your saying this stuff would be to give people without uber gear a chance, but then the people WITH uber gear would just have stronger defenses. I honestly cannot think of one person who would not trade 6 damroll for 5% boost to defenses.
Defensive equipment. For all.
Remember potentially it's 6 damroll and a socket with +1 Hit/Damroll and - 1 saves vs spell.
If you are an Invoker, mathematically 100 HP > 5% parry.
Only one defense for invockers.
Parry at 110% parry, staff can fluctuate from 27.5-76.
Parry at 100% parry, staff can fluctuate from 25-71.
At top you get an effective [1-(76/71)]=> +7% chance to parry.
Or in other words, with 110% parry skill you have 7% more chance to parry than 100% parry skill (in the best case scenario).
Best case scenario (staff vs staff with no hitroll 
).
So +100 HP's beats that even with 1000 HP base.
Interestingly you could actually spike parry even higher if you are fighting a blind blademaster with no blind fighting spell and wielding his weapon low.

Well, it was more of a tongue in cheek way of saying, "Stupid idea." but without actually calling you out on it. I guess I could explain that FL will never be up to your standards, as they've already fallen two editions behind DnD. Hell, when FL failed to update to 3.5 when that was released, I knew there were gonna be problems... lots of them. And then 4.0 was released... Affliction throwing Warriors are just going to ruin the mud.
