QC after the fact. Give the quest race/class then if they aren't abiding by the covenant slay them....
We don't require an application to be neutral for an example. However they are outcasted and punished if they violate neutrality rather swiftly from my own personal experience and others that I have seen.

The short answer is no.
Various skills are only able to be seen by some classes, much in the way that cabal skills can only be seen by that (sub)cabal.
For example, if you were a berserker, you couldn't pull up the warrior lore help file for backcutter as you're obviously not a warrior. Likewise, warriors can't bring up berserker lore help files.
Age can't be seen by Mysterium.
So you're not going to get into the nitty gritty of some help files.
There's an exception to this with a Sigil skill. But that's for the prayer forum and hopefully it's been corrected.
Of course, Imms get access to (almost) all the help files.

On a serious note. When the Herald Revamp happens, a herald could gain access to ALL help files.
It would literally make the Herald cabal the most newbie friendly in that becoming a Herald would allow them t learn about all of the cabals.
Even if the Herald files stopped short of T level skills and only gave some introspection into each of the other cabals people could learn from it.
I actually wanted to know if there was any helpfile about which actual quest classes (lich, crusader, etc), quest races (undead, demon, etc), and special powers (Avatar, tattoos, etc) exist in the game, not which individual skills they have. :)

Sending an app to immortal for any reason should flag the appropriate immortal that they have x days to approve or reject the app, otherwise its auto approved in x days.
