25 is highest Avian roll I've been able to achieve, so for lack of evidence, I'll agree w/ Mya.

drow adven 23 once...tried for 24 and its been like 2 hrs later without another 23

I had autoroller for several hours for both elf adv and drow adv, both got max 23.
How long should a roller roll to get possible max? I could humor myself and dig out some info, if I knew the time/attempt amounts that should be "enough".
After the revamp of the rolling system, you should get your max in less than 20 minutes. Even 20 is much and most of the time you will get it much earlier.

In that case, one of the first ten rolls may give you the max...

No it isn't. It's the mud preventing me from playing Meeles, to avoid the destruction of the Universe.
Actually I'm seeing a trend of 8-7 trains to max stats on moderates that I don't see on my Ruthless (5-6).
Mya playing a melee? A half-elf one too?
